Encounters with opponents with few special abilities should only last a few rounds. Encounters with spell casters (or any opponent with a lot of special abilities) should last a lot more than 3 rounds by definition (they are spell casters after all, the main advantage PCs have over NPCs), hence, your suggestion seems to be counter intuitive and incorrect.
