It made enemies easier for him to beat you see, with targets who had EC 8-12 (+4 for Diminutive) or so without their AC added to it, and I didn't see why he wouldn't be able to aim for their heads instead of their entire body (which would be be easier to hit, but would have the AC to deal with). I even made them wear helmets one time, and he still aimed for the opening at the front with the +8 for Fine...
