Maybe yes, maybe no. You are exactly correct in your assumptions. However, the creation forges are not simply duplicates of Xen'drik artifacts; they are *inspired* by Xen'drik artifacts. Thus, Cannith has adapted the principles and combined them with their own unique gifts. If you're non-Cannith artificer went to Xen'drik or somehow recovered the schema used to create the creation forges, perhaps you could create one that didn't use the mark of Making. True. But my point is not that he can divert vast sums of gold or material as much as he can obtain small, rare components. Remember that Cannith is *always* engaging in mystical innovation. If Merrix says "I need two ounces of silver dragon's blood" -- the people in his house probably won't say "Really? What for?" -- they are more likely to assume that he's working on a new product. This sort of small, exotic component is the sort of thing that would be an issue; since Merrix is only producing warforged occasionally, he doesn't need tons of metal or the like. And if someone does later say "Merrix, what happened with the dragon's blood?" he can always say "The experiment was a failure." One more failed UMD roll... It's worth noting that the creation of the warforged was also an economy of scale; the creation forges and the ability to cheaply reproduce an existing design would be the only thing that would make the warforged economically feasible. Again, even if you somehow found a broken creation forge, figured out how to repair it, and to use it -- you'd be dealing with a significant inital investment to begin creation. The difficulty of creating new warforged is part of the setting, and something the warforged themselves have to deal with as a newborn race; it's not supposed to be something any artificer can accomplish. And since it is a violation of the Treaty of Thronehold, if you do find out how to do it, you've got new things to worry about (not to mention Cannith and the Lord of Blades).
