Astral Seal % a +2 Holy Symbol

If I roll a 20, does Astral Seal deal the +2d6 for being a +2 implement?

Whatever the ruling, is there a source?

No, you only get the extra crit damage on powers that do damage. You can't get extra damage unless you do damage first.

That's what I thought... I had to "Rule 0" my girlfriend on that issue. Is there a source?

Page 278 of the PHB under the heading of "Critical Hits". It's in the Section that talks about Maximum damage.

(Attacks that don’t deal damage still don’t deal damage on a critical hit.)

Extra Damage: Magic weapons and implements, as well as high crit weapons, can increase the damage you deal when you score a critical hit. If this extra damage is a die roll, it’s not automatically maximum damage; you add the result of the roll.

It's implicit... it's additional damage... you have to be dealing damage to have additional damage.
