Even a wizard has a small chance of missing, and if he does, his intended target is still within the burst! The only thing this does is make a magic item more random, and then by a trivial amount.</p><p></p><p>Humor: I talked to my DM on this, and his answer was no attack roll needed, just like a fireball. When I asked why, he said, "Because its magic! Duh!"
