It even has a handy 'Target:' entry.</p><p></p><p>Your lack of understanding of what a target is for a power doesn't negate that simple unequivocal fact.</p><p></p><p></p><p></p><p>We're not talking about an area attack, nor a close attack, nor an ability that says 'All foo in foo'.
