I think that would be the long and the short of it, yes. How you'd ever actually confirm that someone has DL'd the stuff is a bit tricky, but, then again, considering you're playing online, it's not exactly onerous to ask someone to drop WOTC an email.

On a side note, if someone from my current online group happens to be reading this and if things go really sideways in the next session, then that someone would certainly have my vote to DM a playtest session or three.
