In a lot of sci-fi novels, there are "generic mutants". They don't have powers like creating bioelectricity or emitting poison gas, but they're measurably stronger, faster, and smarter than regular humans. You can find them in old Star Trek (eg Khan), Andromeda and, I think, Dark Angel as well.
Needless to say there's no way such a creature would be balanced compared to regular humans without a CR and level adjustment; they're a lot more powerful than franks.
If a creature, in D20 Modern, had +4 Strength, +4 Dex, +4 Con and +4 Int, would you consider that template to have a level adjustment of +2? More? Less? Some fraction (eg 1.5)? I'm willing to touch the stats up or down to reach a full number for the level adjustment.
