So... you really like these Avians, huh? If I had to guess, you basically built a race you'd like to play. You can tell in the flavor text. It's a bit much and if it's the outline of handout to the PC than I recommend you tone it down a bit. You make them look like Kryptonians. For example the line: ''known for their great skills in whatever profession they strive towards.'' Saying they thrive for excellence (similar to the Dragonborn fluff) is more appropriate than basically telling your PC : 'They are great at whatever they do, they rawk that much!' The current write-up sends a fanboy vibe and players will pick up on it. Balance wise they look reasonable but there are some oddities --- The +2 to dex is natural but the +2 to Str is really weird. You are talking about 110 pounds midgets, here. STR normally also involve having some mass to put behind your blows. Even dwarves don't have +2 to STR! Look at the other +2 str race and tell me your avians don't stand out... If you really want them to be very physical, constitution makes more sense. But in and of itself, it's not unblanced. It's just weird to consider that in your world, birdmen are as strong as minotaurs. --- Err... a six foot long piece of wood doesn't strike me as a great aerial weapon... I'm trying to picture your raptor-like people drawing longbows larger than they are in flight and I'm giggling. I don't have a great picture of what they look like; if their arms are their wings, then they shouldn't be getting ANY free ranged weapon proficiencies. If their wings and arms are separate, they should use crossbows (already a simple weapon), seeing as it can be operated in flight. A longbow just brings silly cartoonish images to mind. But again, that's not overpowered in itself. Just weird. --- Two encounter powers is a bit much. Drows have set a precedent but at least in their case you can't use both in the same fight so you should at least do the same. But IMO you should go with just the aerial charge and drop wing gust. That ability is fun, it's flavorful and it's tactically useful. I'd even improve it a bit. Not much, maybe just the ability to shift away from the target a number of square equal to your DEX after the attack. That would make them great for hit and runs which reinforce their flavor. On the other hand, Wing Gust is just silly. A close blast 3 produced by a medium humanoid's wingspan? A frigging helicopter blade of that size wouldn't produce wind that powerful! If your avian is flapping his wings that hard, he should fly himself into the nearest wall! At 110 pound it is completely impossible for him to stand in place if he is generating that much energy. And realism not withstanding, that's justtoo powerful for a racial encounter ability IMO. --- Hope I didn't sound too harsh. There is good stuff in there and I really like the aerial charge abilities. But it just seems to me that some elements seem included in the package more because you think it's cool than because it is coherent.
