Hmmm. How about this. Instead of making it a flat "Trade Dex for Str" ability, you can do it as follows: Polymorph: When cast, your character transforms into a member of another race whose CR and minimum HD do not excede his own. He gains a "Transformation Bonus" that is divided among his abilities as he so chooses, but also gains any adverse penalties of the new race; the bonus works as follows. Transformation Bonus: With a simple Polymorph, the wizard gains +1 per level. This +1 can be added to any of the following while transformed, up to a maximum of that of the target race. Natural Armor Physical Attributes Average Natural Attack damage +5ft. Speed increases or +10ft. new movement type One larger Size(Both AC penalties and reach) One Extraordinary ability(Non-damaging; damaging ones are treated as natural attacks) For example, cast at caster level 7, a Gnome spellcaster could polymorph himself into an Ogre. He could boost his size to Large and add a +5 to his base strength, becoming something thats partway between an Ogre and a Gnome. The reason for this approach is this; How many spells in the book grant wildly divergent bonuses that can be anything from negligible to unbalanced? Pretty much none other than Polymorph. You could have a higher-level version of the spell which adds more points/level, with limits on points in individual stats; essentially ensuring that you won't get more out of a Polymorph than Tensor's Transformation or the like. Polymorph becomes, quite simply, a multi-purpose Buff spell thats higher level and more effective than "Bull's Strength" and the like.
