They've only worked on a couple of projects, but it's not out of the question that they might grow the development team in order to create a full-fledged title from scratch (as opposed to the updates they've been doing with MDK2 and BG). After all, Steam is a digital distribution service, but that focus hasn't stopped Valve from being a game development studio. You can be a digital publisher and a development house at the same time.</p></blockquote><p></p>
