So what do the Basic, Standard and Advanced mean? 'Cause I'm not seeing anything definite...

You're not seeing anything definite because it doesn't appear that they've made anything definite yet. They have ideas about what will go where... but especially when it comes to the standard/advanced differentiation... they probably need us to test whether some things should be part of the standard game or not.

The standard game seems to me to be basically what encapsulated 3E or 4E in their respective Player's Handbooks and DMGs. And a lot of stuff that was introduced to those games after the fact in subsequent books would fall under the designation of advanced. But that's not to say that during the course of playtesting DDN that they realize that something that might've been considered separate from the base game previously is actually better served by becoming a part of the base standard game.

You could easily have suggested several playtest packets ago that fighter maneuvers could be advanced rules for the fighter class. But playtesting revealed that they were important enough, useful enough, and popular enough to actually become a part of the standard fighter class, which is where it's now found. And every single other part of the game is going to go through that testing. Is Rule X important enough to be a part of the base standard game? If not, should it be an advanced rule that a DM could add or layer upon his or her game to give the game more breadth?

And it's only as we get closer to release that these rules will all begin falling into place on the spectrum.
