As it turns out, the suit is a prototype body armor (but we all knew that already). What we didn't know is that the cape has a reason to be!

The fabric of the cape is actually "stealth material". By sending a tiny ammount of electricity through the enmeshed wires, the cape becomes undetectable to night-goggles and other detection equipment. Not unlike something the comics Batman would come up with, eh?

Or, like something writer Christopher Priest came up with for his comic character Quantum (in the regrettably short-lived Quantum & Woody series from Acclaim).

Quantum- who, admittedly got some inspiration from Batman for his character (Priest loves Batman, and has always wanted to write him- got a one-shot at it, in "Batman: The Hill")- wears a cape that has technology that interacts with his quantum powers and can render the wearer hard to detect.

Not unlike someting Star Trek would come up with. Psuedoscientific gobbledigook. "Undetectable to night goggles" my maiden aunt's poodle! Really, these guys need to learn when to not try to tell us exactly how Bats isn't seen. There is no need to call upon exotic electronics in his cape. Having him really good at hiding has the same effect without jarring us with nonsense science. Grr.

The cloak, not the head and the feet. Isn't that interesting?
- Player: With my night googles I easily succeed my Spot check. What do I see?
- GM: Batman's head is flying towards you.
- Player: What?

- GM: Umm...*checks notes* Yes.
- Player: HEY! Who stole my kill?!
- Batman then beats the kid up and steals his lunchmoney to get enough for installing the 'cloak' on his head too.
