Battle Standard of Luck

For flavour reasons, I'd like my PC's to find a Battle Standard of Luck. Modelling it after the two Heroic tier battle standards in AV, it would make a close burst 5 zone with a small effect inside it. (The level 2 Battle Standard of Honour gives -1 damage to the attacks of marked enemies; the level 4 Battle Standard of Might gives allies a +1 damage to damage rolls.)

I'm thinking a good mechanic for luck would be a +1 bonus to saving throws (or perhaps only to death saving throws). I'm terrible at estimating strength of effects, though - what level do you think this would be? If it's more than about level 3, what would be another good effect to use instead?

boosting defenses would be good ...

boosting hit points would represent a morale boost as well... thats what warlords use these things for.
 

I found some comparisons:

Delver's Armour and the Symbol of Hope are both level 3, and have the
abilites of a level 1 item (enhancement bonuses) plus a daily power.
So we can assume that daily power is worth level 2.

Delver's Armour: Gain a +2 bonus to a saving throw you just rolled
(can be used to turn a failure into a success)
Symbol of Hope: You or one ally within 5 squares gains a +5 power
bonus to all saves against a specific effect. (Note: doesn't apply to
death saves)

Both of these only work once per day, but you can choose to use them
at the best time - the Symbol of Hope bonus pretty much guarantees
you'll pass a save pretty soon, and you choose to activate Delver's
Armour after a roll so you would only use it when you narrowly miss.
The Standard of Luck would only give +1 instead of +2 or +5, but it is
on all the time and could affect multiple characters. I think this is
a good trade, but maybe the item should be considered level 3?
 

I would think +1 to saves being level 3 or thereabouts seems pretty reasonable. It has a positive effect, but it is about as small an effect as you could reasonably get. It certainly shouldn't cause any problems, which is the main thing, and it certainly is in line with the other standards.

I like standards. They aren't super exciting, but you get to buff pretty much the whole party.
