When a power you use says "When an ally..." does that include you as well?
Example:

Berronar’s Salve Feat
Trigger: An ally drops to 0 hit points or fewer
Target: The triggering ally
Effect: The target can immediately spend a healing surge.
Special: You must take the Berronar’s Salve feat to use this power.

Can the Paladin heal himself with this power?
