Dread, Dread, Dread.
(of course, I'm biased -- I got to play in Piratecat's Dread game at NC Gameday)
I've run and played several horror games with different rules sets: White Wolf, CoC, True20, and Dread. All of the above are better with an amazing GM, but Dread actually has mechanics that create some serious tension. CoC is great, but not because of its rules, because of the setting, and I think Dread+Cthulhu would produce some serious scare.
(Oh, and Piratecat, I'm curious -- how did the other four Bertrams turn out?)
