What is, in your opinion, the best mid-lvl Prc for a wizard? One of my player is about lvl7-8 and want to look at it.

powerwise - Incantatrix (MoF), Shadow Adept* (FRCS), later Archmage (FRCS)
characterwise - Arcane Devotee (FRCS), Guild Mage of Waterdeep** (MoF), Harper Mage* (MoF), Loremaster (DMG), Mage of the Arcane Order** (TaB), Zhentarim Skymage* (LoD)
*These PrCs require the existence of quite specific organizations.
**The organizations required by these PrCs are quite generic.

What about Red Wizards and Shadow Adepts?
These are better then an any of those listed before.
They are evil based, though you do not have to be evil alignment to be one.
Spell power is better then metamagic any day!
Added penetration and DC!!!
Stack that with Arch Mage and you got a major pain in the ...

The best is the one that makes sense for the character and the other players at your table can honestly say that this choice is expected and they have seen you role playing in that direction for many weeks.
However, I imagine by best you mean most powerful. In which case some of the other responses will be better for that.
