Between Encounter and Daily - Milestone Powers

For some powers - especially Utility powers, there's no ideal category. Making them Daily powers makes them too rare - are Feather Fall and Dispel Magic really that potent? But making them Encounter powers makes them usable every five minutes, which can be problematic.

So I'm proposing a new category of power - Milestone powers. Like action points, they are recovered when you reach a Milestone. The main difference from Encounter powers is that Milestones are only reached as a result of actual progress through challenges - they can't be repeated endlessly out of combat.


Some utility powers that could be Milestone frequency (specificially, weaker than other Daily utilities of the level), from the Wizard list:
Feather Fall, Dispel Magic, Levitate, Mirror Image, Mass Fly (compare it to Cloud Chariot)

Actually, most utility powers could be Milestone frequency without really breaking anything, but I'll let that stand for the moment - what I'm after here are powers that were made Daily just to avoid out-of-combat repetition.

Interesting idea. There's some precedent in the rules already... many magic rings "charge up" after you reach a milestone.

Some of the examples you cite, however, I would be happy allowing as at-wills. Feather fall and Levitate, for example.
