Because of the lack of gnomes in literature, their culture is free for you to mold. I suggest making it as complex as possible. Here's an example: Gnome politics are decided through ancestry, riches, beard length, and the number of names you have. There is a gnome senate with one leader and a number of esteemed members. Each member represents a Gnome House (a huge and terrifying catacomb of wood, stone, magic, and gnomes), an element, and their favorite prime number. The current leader is the gnome with the longest beard. He wears the largest, pointiest hat of the senate. The Gnome Senate is a very competitive governmental body. With Gnomes being natural magic-users, a simple "Burning Hands" can shorten a beard and shift the political balance in six seconds (less if you're quickened!). Gnomes do not have repeating days like humans. Instead, each day is unique. Wednesday, August 28th might be a common date for humans, but for a gnome it would be Bombus Feast. The next day is Morning of Spugnor and Night of Lotch. The next day is Larimo, and after that is Cratchet Day, and after that is The Solem Lunch of Boris the Beardless. Gnomes are secretly politically carniverous. They may seem to be simple, smiling cobblers and clock-makers, but late at night they scurry to low-roofed buildings deep within the heart of the city and plot great conspiracies. Gnomes live far longer than humans- they can be patient about political movements. You may think that the Gnome Thorp you passed through was a gentle village, but if you dig down beneath the rolling green grass you'll find the remains of human establishments. And so on. Have fun with Gnomes- they're a blank pallette for you to work your wacky ideas upon!
