He can still cast, but has some major restrictions to face. He usually cannot target a person specifically, since using a spell with targets means you must be able to see or touch them (so touch spells will work as long as he touches the correct target - which would be more difficult if blind). He can target area spells by designating the location, but your DM might want you to make some kind of check (Spellcraft?) to make sure you aim it where you want.
