Essentially it's 3.x D&D meets 0.x D&D
You have classes and such from 3.x (along with ascending armor class, 3 saves, attack bonuses and so on, as well as optionally feats), but using 0e style progression (for attacks, if not spells) and hit dice (mostly, thieves get a bump up it seems), and I believe the older type of multi-classing.
I'm waiting for the combined book with the DM's guide (er, Treasure Keeper as it's called) but the PDF is tempting, since it's relatively cheap ($7.99)
