Bloodlines and feats/attribute points (Unearthed Arcana)

I've got a player using a bloodline from UA. In looking at the rules for bloodlines, I noticed that; while bloodline levels don't impact hit dice, skill points, etc.; they do impact skill maximums and all class level dependent abilities and spells.

I'm trying to figure out whether I should allow bloodline levels to be counted for feat and attribute advancement. On the one hand is the fact that they are counted for skill maximums, etc. On the other hand, in pretty much every other circumstance I'm aware of, feat and attribute advancement is based on hit dice.

I'm inclined to discount the "phantom" bloodline levels, but I don't want to shaft the PC. Any advice?

I have been using bloodlines in my current campaign (3 players are using them) and I have been counting the bloodline levels for feat/ability point gains. It doesn't seem to be causing a problem for us. YMMV.

Same here. No problems as of yet have been discovered except the delay in getting higher level spells or more per day. Got one character that has two bloodlines due to the character’s heritage. She has Fey and Jann basically, the character is Cansin (from Dragon Mag), and this was the way to explain her heritage. I don't believe all Cansin's should be the same racially so we tried this method and it works. Of course her class combinations could also be affecting some of it. Rgr/Brd/Sor :D
Haven’t had any other player’s interested as of yet…so it is still in testing for the player side of things. I do have a few NPC’s using bloodlines, so far used Black Dragon and Vampire.
