Just got this book in the mail today.
Now I've been told many times in places that flight by itself is enough to justify about a +3 to ECL.
So to get 'back down' to ECL 0 a flying race ought to have some hefty penalties.
I'm looking at the Sixam and I really don't see much.
They have a +2S, +2D, -2Co.
Then they have flight with good manueverability that will tire them in a few hours of constant flying.
A few free weapons and one skill bonus.
Then a minor claustrophobia with an associated Will save. Failure on which leaves them 'shaken', then frightened, panicked, cowering, and finally helpless as they continue to fail Will saves. DC being the number of hours they've been enclosed.
They also have an Oath which if they take gives them an assortment of minor skill benifits to the Druid class and lets them use bows as druids.
Yet they have no ECL.
So given this are they 'properly balanced'?
From what I've seen in past the answer seems to be no.
Counter opinions or explainations anyone?
