The ones I can think of immediately are the dragonmark feats in Eberron, letting giving you an additional use of the lower powers and adding an new higher-level power, but they are dedicated to a specific feat order, as well as tied to having several skills high.

The only one that comes to mind is the "Magic In The Blood" regional feat for the FRCS, which changes 1/day spell like abilities to 3/day. Of course it can only be selected by gnomes (standard or svirfneblin), (urdunnir or duergar), drow or planetouched.
