Give it extra hit dice, via druid/ranger levels, or have it be a paladin mount. For every 3 HD the mount has, it gains a feat, just like any creature.

Awaken it, have it start taking class levels.

Take the Wild Cohort feat, have your mount advance via racial hit dice, gaining feats like any other creature does (one per 3 levels).

Be a ranger, druid, or paladin.
