nameless: how is that much different from a character with Boots of Striding and Springing? Or a higher level Monk? I really don't see much difference, especially if you give the boots to the monk. Now that's scary...
I agree, flying should not be cheap, but I hardly consider 27k (cost of command-activated fly item) cheap.
There are actually other items I've forgotten about: Carpet of Flying, Broom of Flying, and Cloak of the Bat, aside from the already mentioned Winged Boots and Wings of Flying.
The Broom is very weird, IMO. It costs only 15100 gp, can fly for unlimited time, can carry 200 pounds of stuff and comes on command! Granted, the broom is more troublesome to carry around than boots, but it can come on command, and carry others (at least 200 pounds worth of others). How are these abilities figured or even balanced out? Only 3100 gp more than the boots, and the broom seems to do a lot more. It is still not close to use-activated formula price (in fact it's half the price). The carpet is also 3000 gp more than the broom, is a lot more troublesome to carry, and offers little more weight when you consider carrying characters: 300 pounds (smallest variety), albeit at a speed of 210 feet. I honestly don't get it.
