Boots of speed question - activation speed?

Does activating Boots of Speed take a standard action?

Does this make using the Haste ability for only one round useless? (Which is OK with me, but it's also OK if it isn't useless)

Two of my 7th-level party members use Boots of Speed, and have used it often in combat. So far I made the commands a free action; this might be making them too effective.

Standard action, as James McMurray and Mahali already mentioned. In one round, you can (for example) activate the boots, move upto your normal move, and make a melee attack. Or activate the boots, draw a wand, and activate the wand, plus take a 5 foot step. Pretty good, in my estimation.

On command, these boots enable the wearer to act as though hasted for up to 10 rounds each day. The duration of the haste need not be consecutive rounds.
