Away from such an area, perhaps magic is virtually impossible, or incredibly difficult to control.</p><p></p><p>A lot of these different rolls mentioned above could be handled with Spellcraft checks with situational, ability, or class-based modifiers.</p><p></p><p>Perhaps tapping into the power forever changes the ones who shape it...the semi-sentient mana changes the wielders in some way. Terry Brooks does something like this with his Shadowen in Shannara. Perhaps the downside to magic use is enough to keep non-using classes viable.</p><p></p><p>3.X already has a nice "mutations" ruleset in the form of Geomancer "Drift."
