Look up the RICO definition of "Conspiracy" Just because they are "furthering" one mutual "criminal goal" doesn't mean that they know all of each other's business. Maybe one of the Buddies owes or is in business with a devil (or is it demon that is allergic to silver?) and is about to double cross it. Or they plan to summon one to make a deal once properly armed. They set up the pcs to get them into town at the request of the Big Baddies who are planning to use another vender to eliminate them. They were supposed to leave after planting the bard as a patsy, but found out about the silver mine at a poker game.... The Wolves are working for the Big Baddies as a distraction. They were hired to distract military reinforcements for the town before the Big Baddies decided to ambush the PCs there. They have been told about/have learned about the PCs, and have them on the "would be nice if you happen to kill them but don't go out of your way..." list. They have learned of the Silver mine and are about to hit it as a personal mission not knowing that co-conspirators are there. If they find out during the raid, they will finish it anyway and try to cover it up. The bard is innocent as she doesn't know about the party. She just knows this great new song that her old master taught her. She is here however because the same guy turned her on to a scam of some sort in the area and she is profiting from it. If the pcs start investigating it, she starts counter surveiling them, thinking that her old master has left town. She may start to suspect that she has been set up, but doesn't know. The Primary Vender....Assassin badass or group thereof, what ever you want, has been shadowing the party for some time looking for an opportune time to strike. Now, just get the party to somehow go to the mine to investigate on a full moon. The Buddies are there, working in secret. The Bard is following the party at a distance and sneaks up to hear what is going on. The Vender(s) seeing the party walk into a deserted pit mine with only one ramp out after hours decide to shoot fish in a barrel and starts sneaking up on them...intending to kill the pcs and any witnesses. The Wolves attack as planned, sneaking into the mine as quietly as possible before the planned howling bloodbath. This is a recipe for a nice little 5 way furball. If that isn't enough you can have the devil/demon's minions show up to find out why the Buddies are in the silver biz right before the pcs arrive....or have the Buddies summoning the devil/demon to bind it (what better place to intimidate a silver allergic critter than in a silver mine) and the pcs show up and "break the containment spell" while the critter is still stuck on this plane due to an Anchor spell..... That could make it a 6 way fight. If the pcs can't handle this, then you just have the bad guys pick each other off. (but only give them xp for the ones that they themselves kill).
