Then you would have to be class level 39 (21+6*3) to make it a +5. Then class level 54 (39+5*3) to make it LA +4. Then class level 66 (54+4*3) to get it down to +3. Then class level 75 (66+3*3) to get it to a +2. Then class level 81 (75+2*3) to get it to a +1. Finally, at class level 84 (81+1*3) you can reduce your final point of LA. I think I did the math right.
