Calculating custom monster CRs...

I'm assuming this was covered in a Dragon Magazine, but can anyone tell me which issue it was?

Also, in the case of not being able to find this issue at any of my local gaming stores, is there anything been done by an unofficial source?

Not in Dragon. There was an article in issue 275 on designing new monsters, but not on figuring out CRs per se. Your best bet is to eyeball it, by comparing the abilities to the existing monsters.

Untrue! The second-to-last page of the article has a "CR Guesstimator", a tool to help DMs get a rough estimate of the creature's power level. My generator (link above) includes both this "standard" guesstimator and my own estimator.
