Nice start but I would flesh out some monster blocks and fill in details like hierarchy and such for it to be really useful.

Most DM's don't have much problems coming up with campaign plots/ideas by the time they are running their own campaigns, it is the finer details that takes time and effort and leads people to use outside resources.
 

The story idea of a covert invasion, a la Body Snatchers, They Live, Marvel's "Secret Invasion" story arc, etc. is an often-used one for a reason, it's a lot of fun when done well. The key for a campaign like that it seems to me is the pacing, giving the party some adventures that are interesting in their own right while sowing the seeds of the Big Conspiracy, and pacing things out so the party can put the pieces together but doesn't feel like they're having it spoonfed to them. And if you're going to homebrew a new creature as an enemy faction, it'll be important to create sub-types for variety so the party doesn't get bored fighting them. The fact that your Lizard Men are shapeshifters addresses this to some degree, letting you borrow other monsters from D&D, but you may want to work up stats for a few different "levels" of Lizard Men. And for Pete's sake, make sure you know precisely what their Master Plan is before starting the campaign. :)
