I haven't run a 3e game yet. I have had lots of ideas though.
The key idea that keeps bouncing around in my head is to have dragons use standard race npc's as familiars. I figure that since they have caster levels as a sorcerer, why not give them familiars? What would a dragon use as a familiar? Why not player races. I figure with a lot of tweaking, a PC race familiar would recieve bonuses from being a familiar similar to that of the standard familiar.
I think that this is a niffty way for dragons to keep tabs on the PC races of the world, without having to expose itself.
I want to tie this idea in with having an evil army/race having taken over a large area of the campign world. There are always the threat of this happening in lots of games. I want to run a game where the evil army invaded, won, and has been running things for 20 years or so.
The players would have grown up(fo humans), or have been forced to live in lands controled by "the enemy". Perhaps major players could be former rulers still trying to fight on, Citizens of once great cities forced to live in a nomadic/barbaric life style. The cities taken over by evil humanoids. Human and Demi-human rulers that betrayed there own, and helped the invaders, now rule over large territoiries.
To tie this in with the idea of pc races as dragon familiars, one of the major players in the new order would be a dragons familiar. Pherhaps a half-orc or something along those lines.
The surrounding kingdoms will do nothing to help the surviors, aside from letting in a few refugees. They are mostly concerned with defending themselves.
The fight to regain the kingdom from the entrenched forces of evil would be the campign.
