Can a base speed be (Su)?

It say in the core rules that from 9th level the monks speed is supernatural. (Probably in the class description)

Don't know if that helps.


Added: Believe that's 40' for small and 60' for medium.

In the MM2 the quickling won't be that quick, according to rumours. Just a small tidbit of information that may or may not be useful.

The Sage ruling in the FAQ has to do with Small-sized monks. They start with a base speed of 20, which increases with level. When they hit 9th level, their increased speed becomes a Su ability.

There are various problems with this state of affairs, eg what happens when you have Small-sized characters whose base speed is normally 30 ft or more. It seems silly to say that a goblin or kobold monk must move at 20 when regular gobs and kobs move at 30. But anyway. :)

The ruling in the FAQ only applies to _monks_, not to Small creatures in general. There are AFAIK no rules stating what a creature's speed must be. The monster designing article in Dragon 276 says that bipeds smaller than size M have speed 20, but this is violated by some creatures in the MM itself (eg the gob and kob as mentioned). And even if you assumed that was a hard-and-fast rule, there's still nothing stopping a particular creature from having a special ability that lets it go really fast, and there's nothing that says what type that special ability has to be

Basically, the quickling's super-speed could be Su. It could also be Ex. Pick whichever makes most sense to you, and stick to it.
 

Polymorph other does say (PH p. 237): "Extremely high speeds for certain creatures are the result of magical ability, so they are not granted by this spell."

True, but in the T&B version (which is supposed to be the "official" version, at least until the next official version comes out), that particular clause now says "... are the result of extraordinary or magical ability". In general, the spell doesn't grant Ex or Su abilities of the new form.

And really, the poly other spell description is funky anyway. A polymorphed creature retains its Ex abilities, so you could theoretically polymorph a tyrannosaur into a cat, and it could still swallow opponents whole. :p

Actually. I decided to take a look at this (Nothing better to do at the time :D) and it seems that just as soon as a creatures basespeed is double it is considdered Su. So a Quickling 18 level Monk would have a speed of 720' because its races basespeed is 240'.
