I'm not aware of any undead that have such a vulnerablity, although there are spells (such as Consecrate) that give you a bonus on turning checks.
Theoretically, you could use a Bestow Curse spell to give a penalty like that, and of course the DM can make certain undead more vulnerable to being turned if it suits the storyline.
Off topic, but I noticed that having undead with turn resistance wasn't such a good idea for evil clerics fighting against good parties as that turn resistance applies equally to rebuke and bolster attempts.
A lot of the new monsters in MMIV have a weakness....I'm sure this could be easily applied to the concept. An undead may be exceptional strong, but very vulnerable to turning.
I think the Templated Skeletons and Zombies would be much more fair for thier CRs if they had a small bit of turning vulnerability. They normally have such high HD that attempting to turn them is hopeless even once they are shlubs. I think Negative Turn Resistance = [CR-2] [minimum 0] would work for skeletons and for zombies having Negative Turn Resistance = [CR-1] would not weaken them too much while at least letting turning have a chance against higher HD mook zombies.
