Can humans use the Dark Creature template?

I don't see anywhere that you can't, but I want to make sure. I they can't then I guess I will just use the Collar of Umbral Metamorphosis. Any insight would be great, thanks.

Sure. But if your real question is 'Will my DM allow me to play a human with the dark template applied?' - that's something only your DM can answer.
