Now granted, Skip is WotC and not controlling for Paizo, but it shows you what the author's intent was when they created the scroll use rules.</p><p></p><p> Yes, I completely agree that this is required.</p><p></p><p>Having said all this, it's still possible that they WotC really did mean to preclude such use and they just wrote it wrong, but that seems unlikely.</p></blockquote><p></p>
