The way we read it is. All abilites start at 8, and you have so many points to spend.

To get that 8 con to an 18 con you spend 10 points. IF you started with 28 points,you would have 18 left.

to rephrase:
all stats start at 8.
9 to 14 is one for one (9 is +1, 12 is +4)
15 and 16 are 2 for 1(14 to 15 is 8 points)
17 and 18 are 3 for 1(16 to 17 is 13)

would be a total of: 36 Points ....not 32 .............so yea, they would be monster stats with 36 freaking points.
