Can swarms charge?

Can a swarm with movement 20 charge 40? If so, are there any special rules for doing so?

They can take the charge action, but it would be a bad idea. The attack bonus does them no good. They can 'attack' normally after a double-move, so that part of the charge is also useless. The only thing charging does is give them -2 on AC.
