Reynolds once postulated on his site that commoners gain experience from continually facing CRs ranging from 1/2 (Summer) to 2 (Winter).  If you run the numbers, eventually the commoners cap out at 10th level.  By the RAW, a CR is a challenge not necessarily a combat.  Surviving a harsh winter is not an easy thing for a Mediæval commoner.  10th level seems like a reasonable limit for NPC classes IMHO.</blockquote>
