Capsizing a rowboat?

How would you adjudicate an attempt by a swimmer to tip a rowboat? Say you've got a pair of lizardfolk who come up beside a boat and begin pulling down on opposite sides, shaking it from side to side. How would you determine if they flip the boat? What would the Balance DC to stay in the boat be?

It's one of those things that have to be finessed. (It's also easier to tip a boat with an unbalanced force, not one on each side both on one. With some momentum from ascending they could clear the water beyond their waist grab the gunwale then let the unbalanced weight of dropping back below the surface flip it.)

Mechanically. I'd do something like this
(treat as grapple with boat) DC to resist=Climb+Swim of attacker+(if >1 aid another action)
Opposed by the lead boathandler=Balance+profession(watercraft)+(if >1 aid another action)
