Styles have simply changed but there's still "formal wear" that conforms with societal norms. Formality, after all, isn't defined by styles of the past but the conventions of the present, if this weren't the case then I could argue that suits and fedoras are peasant-wear and I long for the days of Powdered Wigs and Codpieces! People still attend to their appearances and make very deliberate clothing choices (when they can afford to). This season (for women) it appears to be formfitting designer sweatpants and platform flipflops -- people who dress this way are adhering to a very formalized convention. Notice that if one were to wear sweatpants that are baggy and torn, they would appear as out of place as someone in a suit and fedora. I think what you are commenting on is your personal taste for the appearance of people in old movies.
