Changeling Disguise Changeling Racial Power
You alter your form to look like another person.
at Will ---------- Polymorph
Minor Action PersonalEffect: You alter your physical form to take on the appearance of any Medium humanoid. You retain your statistics in your new form, and your clothing, armor, and possessions do not change. The new form lasts until you change form again.
Any creature that attempts to see through your ruse makes an Insight check opposed by your Bluff check, and you gain a +5 bonus to your check.

Yeah, the monsters as characters stuff in the MM1 was always just for 'fun' not official.

I really hate this sort of stuff though "Any creature that attempts to see through your ruse " 'attempts to see through'? to attempt to see through you have to be suspicious that there is a ruse in the first place, it has to be a positive action by the person attempting. A bit like the disbelieving illusion rubbish in previous editions, if tou see something just attempt to disbelieve, just in case!
It should state, like stealth, it goes against your passive insight check or take a minor action to make a roll. Very poor wording.

Sorry, I'll strongly disagree with you here. The nature of random dice rolls is such that if using your suggested change, just walking down the street many normal people would see through your disguise. In order for it to be at all meaningful, I think that intent should be required. Frankly, that just makes it much more fun for the player.
 

I love how the changeling gets to choose +2 Dex OR +2 Int, as well as +2 Cha. Makes it very flexible, and suites its racial flavor shapeshifting ability.

Simulacrum is insane:) Good thing it specifies artificer attack power otherwise it would be the best daily for most any class in the game. I wonder what the other dailies are.
 

So what's the difference? Only +5 to Bluff instead of +20? I can see how +20 might be construed as overpowered. ;)

Oh, and it doesn't specifically mention copying a unique individual, does it? A little oversight there, since that's one of the more obvious uses for the power.

I don;t quite follow, are you saying you want random peasants off the streets to have a random chance of seeing through the disguise or are you wanting the disguise to be auto-success to random, un-suspicious peasants?

The second I believe. Besides which, a +5 trained, +5 Changeling disguise, +2 Racial Bonus to Bluff, + charimsa modifier + 1/2 level bonus to the bluff check should handily beat a peasants passive insight skill.
