I'd like to think that I could run a game ignoring these presumed demographics and increased world power as I don't really want epic level characters in every large city. I doubt I would place many metropolis at all. Perhaps, these demographics might be consistent within the new Eberron Campaign world? I'm hoping it can help as I am really looking for believability and rationales behind how characters necessarily behave as they do (often based on mechanics like spellbooks, fixed ranges, etc.).</span></p></blockquote><p></p>
