He has to drop that horse quest. It might be as simple as the horse just walking up (no challenge at all) or it might be a dungeon crawl (IIRC, there's a very old Dragon module around issue 20 or so that details one of these). But, at no point can the DM refuse.</p><p></p><p>Which does make it different from the boxes, because the DM could refuse to provide boxes. I think it's the wrong answer, but, it's perfectly valid.
