What she *is* doing is giving them relevance they may not have had before, but that's to be expected.</p><p></p><p>Example: in my current game some of the PCs are reaching stronghold-building level; I-as-DM just take it for granted there's some 5th-level fighters out there with +2 axes and if a stronghold gets built, one will turn up and apply for a job.
