Getting CA the first round is trivial, its a baked in class feature against any enemy which hasn't acted yet and that's generally going to let you whack someone, move/shift, then charge. Toss in Badge of the Berserker for immunity to OAs on the charge and you are basically guaranteed first round CA. Beyond that you might not get CA constantly, but what makes you any WORSE at getting it than any other rogue? Backstabber is a good solid feat any rogue will want, the rapier is a perfectly good weapon, even if the specific enchantment isn't the BEST one around. This guy's 'trick' is a good trick, but it hardly requires the character to be so specialized in it he's even noticeably less effective without it. He's tossed 2 feats into this basically, and a couple items. If he wasn't a charger he might well still take almost the same feats, probably Weapon Focus would be in there someplace, but with a reasonably rounded selection of powers I think overall he's pretty effective. Personally I'd be tempted to make the character a Half-orc though, but its a toss up really. Heck, going with a mace build half-orc might actually work pretty well for charging, a lot less reliance on sneakiness and flanking to get CA. With most of the charge nova damage not being weapon dependent (and less feats required) it might actually be pretty cool.
