Charismatic Race

I'm trying to find a race with no LA and a charisma bonus? Can anyone think of one? I know about Star Elves and Spellscales, but neither are allowed in this campaign.

Lesser Planetouched is +2 Cha, Humanoid (Human), and +1 to all saves.

Hellborn from the fiendish codex can get either +2 cha or +2 con (your choice) and have no LA. I like their redeemed sinners flavour.

Either Forest Gnomes or Golden Halflings in the KPG 3.5, the Players Guide to the Sovereign Lands... Wait a mom...

There's also the Spellscales from Races of the Dragon. As the name suggests, they're very heavily weighted towards being spellcasters, but they do have a +2 Cha -2 Con racial adjustment.

May I suggest Half Elves? They seem to be pretty charismatic, as they have a bonus to two major charisma based skills, Diplomacy and Gather Information. Probably because they have all the graces of their Elven parent but none of their Arrogance towards non-Elves.

Unless off course you are just maximzing your spellcaster build, in which case they are obviously useless.
