That way you don't have to carry the whole book with you if you have a laptop, or can easily print out character sheets etc. To me, that's fair, if I've paid for the book already. I'm hearing really good things about the Game of Thrones RPG. This may finally be the version of the rules that fixes most of the problems I have with pure D&D.
