Would depend on the king's size, I would think.

If the king is medium-sized and has reach with the dire mace, then I would say another medium-sized user could also wield it and have reach.

If the king is large, he has a natural reach, and a medium character would have a hard time wielding his weapon.

The king is Medium, but the way it's written, it seems that only the king has reach when wielding a dire mace. I just want to clarify that.
 

When we turned in the article, there was no mention of mace. Essentially, we just intended it to be the bastard sword of the mace family. I think they added reach to differentiate it further from the heavy mace.
